Generally, I would always recommend a complete tear off, simply because of the price of materials anymore.  I feel strongly that a tear off gives us the opportunity to inspect the roof deck, re-nail what needs re-nailed and replace any wood that needs replaced at that time.  While I feel that's the best route in some circumstance's budget is more important and we certainly can recover a roof if needed.
